Hubei: behind the low price of disposable tableware

being out too early and having meals is inevitable. However, when you are enjoying delicious food, will you worry about the safety hazards of the bowls and cups containing food? Recently, we made an unannounced visit to the production, circulation and use of disposable tableware in Wuhan -

entering the market at a low price

as we all know, one of the assassins of disposable tableware entering the market is low price. There are three main types of tableware: foam lunch boxes, plastic bowls and cups, paper cups and paper bowls. Unannounced visits to several dealerships found that the wholesale price was not much different: 8 cents for each plastic bowl, and 1 jiao for each retail price; Plastic cups, paper bowls and cups cost five or six cents each. On these tableware or packaging bags, only the contact is printed, and there is no factory name and address. In a dealership, dial the contact printed on the paper bowl and say: I want to see it in the factory. But the other party refused on the ground that the factory was remote and difficult to find. Then, on the packaging bag of a plastic cup, we found the name of a factory in Caidian District. But the contact is from Jianghan District. Ask: "where are you in Caidian? Can you go and have a look?" The other party said: the plant site is in a village in Hongshan District, not Caidian. Such concealment makes people feel that there must be an "article" behind it. Sure enough, after consulting the relevant experts of the Provincial Health Supervision Bureau, we learned that the price of disposable tableware is even lower than the cost price of regular products, which is likely to be mixed with some cheap raw materials. For example, the main raw material of plastic tableware is polypropylene. At present, the price of polypropylene is 11000 yuan per ton, and some illegal manufacturers add a large number of low-cost talc powder

the processing workshop is hidden in the chemical fertilizer factory

Caidian's factory. How is the production site in Hongshan District? After several rounds of turnover, we found the factory. The factory is located in a fertilizer plant in a remote village in Hongshan District. After several twists and turns, it was found that disposable plastic cups were being produced in a hidden Workshop on the side of the mountain. This is a workshop of 100 square meters. In one corner of the workshop, there are bags marked with "polypropylene". One worker was stuffing rolls of leftover materials into the machine and grinding them into granular fragments, while another worker was pinching the fragments into bags. It can be seen that some white round particles are mixed in the fragments. According to the workers, this is the raw material for making disposable plastic cups: the main component is polypropylene, and there are other ingredients such as benzoic acid. At the other end of the workshop, the whole plastic sheet is processed by machine and soon extruded into plastic cups by the mold. There are two female workers standing next to each machine. They dress casually and are burying their heads in loading cups into cartons. On November 22, the situation was reported to Hongshan District Health Supervision Institute. Li Yong, the deputy director of the Institute, led five health supervisors to the scene. After inspection, it was found that many sanitary conditions of the factory were not up to standard: the raw material warehouse was connected with the workshop; The ground and walls do not meet the sanitary standards; Many workers have no health certificate and no work clothes at work; The plastic roll for making cups is directly placed on the ground; There are no doors and windows that are insect proof, fly proof and rat proof; Finished products are directly stored inside and outside the workshop. Once these materials fail, they may endanger the safety of patients. There is no moisture-proof warehouse, etc

the black factory self styled itself as the "best enterprise"

the law enforcement officers immediately ordered the factory owner to show the hygiene license of food products issued by the Provincial Health Supervision Bureau. According to relevant laws and regulations, enterprises producing disposable tableware must go to the provincial health administration department to apply for the hygiene license approval of food products. If there is no approval document, it is a fake manufacturer. The boss insisted that he had complete procedures, but after looking for more than an hour, he just couldn't find the approval document. The health supervisor immediately contacted the District Health Bureau. After computer inquiry, it was confirmed that the factory had not applied for the relevant approval documents. Law enforcement officials issued the decision on health administrative control according to law, ordered the plant to stop production and shut down production machines. Upon inquiry, the factory has been established here for more than a year. However, the packaging box of the plastic cup of this manufacturer, which did not have the hygiene license, was impressively printed with: it was awarded the honorary title of "the best enterprise" in Hubei Province; Hubei Province "promises and promises" enterprise. According to law enforcement officials, these two titles do not exist at all

how many "underground factories" produce disposable tableware? Zhang Xiaolin, deputy director of the product hygiene supervision department of the Provincial Health Supervision Bureau, said: it is estimated that regular and informal manufacturers account for almost half of the disposable tableware production in the province. Although it is not ruled out that some underground manufacturers use qualified raw materials. But if the environment is poor, the tableware will still be polluted. Informal enterprises also have an impact on the production and operation of formal enterprises. In mid November, when interviewing a regular tableware manufacturer in Qingshan District, Wuhan, it was found that the disposable bamboo chopsticks produced by the factory were semi-finished products imported from other places, which were disinfected and packaged in the factory. However, due to the impact of informal products, the current business is bleak. It is said that this phenomenon of disinfected tableware being squeezed out by disposable tableware and formal enterprises being crushed by informal enterprises is representative to a certain extent. In order to regulate the production of disposable tableware, Hubei Province is currently formulating the "management plan on plastic products and disposable paper tableware". The regulation is expected to be introduced in the first half of next year

the utilization rate of small restaurants is nearly 100%

What are the potential safety hazards of disposable tableware? Including solid or hollow micron sized needles, Zhang Xiaolin said that disposable tableware has many potential safety hazards. First, about paper tableware. Some underground factories use non food grade paper to process tableware; Paper tableware generally uses adhesives. Some underground factories often use adhesives with impurities or toxins, and even industrial adhesives; When printing on paper tableware, the ink should reach the national food level, but some underground factories often use absolute waste products such as industrial ink with poor function, and these inks are easy to penetrate into the inner wall of paper tableware, endangering health. Secondly, about plastic tableware. According to national regulations, the main materials for making plastic products that can hold food are polypropylene, polyethylene, polyvinyl chloride and polystyrene. These raw materials are below 85 degrees Celsius, which is basically no problem. However, at high temperature, some soaking organisms will be produced, and monomers such as benzene will be released during the sampling process of metal soluble materials. Third, about disposable chopsticks. Its materials mainly include composite materials, logs, bamboo, etc. Composite materials are processed into sawdust with some leftover materials, and then compounded. Its adhesive will release toxins in case of high temperature. After unannounced visits to more than 10 small restaurants and stalls in the three towns of Wuhan, it was found that almost 100% of disposable tableware was used. In a small restaurant on Zhongbei road in Wuchang, the restaurant owner said that more than 130 disposable plastic bowls were used every day
